According to a report from Estonia's armed forces, Russia could restore its combat readiness by 2027. Commander of the Estonian Defense Forces, General Andrus Merilo, emphasized that despite heavy losses in Ukraine, Moscow continues to push forward with military reforms. Merilo warned that even after the war in Ukraine ends, Russian society and its economy will remain militarized, with the Kremlin likely striving to sustain a state of perpetual conflict. This assessment is part of a broader regional security evaluation by Baltic states, who are increasingly vocal about the lingering threat from their eastern neighbor.

Estonia's Preparations for Emerging Threats

General Merilo stressed the urgency for Estonia to brace for potential new dangers, calling for accelerated efforts to bolster its defense capabilities.

“In my estimation, 2027 is the year when Russia's combat readiness will be restored, and if at that point it sees a favorable opportunity to use its armed forces, it will do so,” he stated.
Against this backdrop, Estonia's primary objective is to be able to halt an adversary in the early stages of any conflict.

The country must modernize its weaponry, enhance troop readiness, and adopt lessons from Ukraine on employing cost-effective yet powerful strike systems. Meanwhile, the Baltic nations have completely severed economic ties with Russia and are urging other EU member states to avoid normalizing relations with Moscow.

“This does not mean we should immediately assume a direct military attack, but in the current security environment, we cannot rule out any scenario,” Merilo underscored.

The statements from Estonia's top military commander highlight the serious threats Russia continues to pose, even after suffering substantial losses.
