A Call to Rethink Europe’s Defense Strategy

Andrius Kubilius, the European Commissioner for Defense, has urged European nations to overhaul their approach to arms manufacturing and make their military stockpiles accessible to Ukraine. He sharply criticized the current European defense model, highlighting its excessive complexity, prohibitive costs, and inability to scale up production efficiently.

Kubilius stated,

“Europeans are producing what they call 'haute couture' products. Technologically very complex, very advanced, very expensive, and impossible to scale up.”
In contrast, he noted that 'Ukrainians are producing what these European industries call fairly good products.'

Missile Production and New Initiatives

Kubilius provided figures showing Europe lagging in missile output: Ukraine plans to manufacture about 700 'Flamingo' cruise missiles in 2026, while EU countries produced fewer than 300 missiles, and Russia produced around 1,200. He emphasized that

“global competition requires scale and size.”

He also announced a new €90 billion credit package for Ukraine, describing it as a crucial step to bolster the country’s defense industry. Additionally, a European defense giant named Project Bromo is being established, bringing together companies like Airbus, Thales, and Leonardo.

Kubilius stressed the importance of supplying Ukraine with necessary resources, saying: 'Governments must open their arsenals to provide Ukraine with what it needs. The only formula that can bring peace is the so-called peace through strength. Strength must be on Ukraine’s side.' These statements underscore the need for Europe to rethink its defense strategy amid growing threats from Russia.

Kubilius’s position reflects rising concern among European countries about their ability to respond to new security challenges. Problems with arms production and insufficient resources could negatively impact the region’s defense capabilities. Meanwhile, the announced credit package and the formation of a new defense alliance could significantly strengthen Ukraine’s military-industrial base and enhance its defensive capacity in the face of Russian aggression.

As the situation evolves, Ukraine's military capabilities are increasingly coming into focus. Recent reports indicate that Ukraine is intensifying its strikes into Russian territory using domestically produced weapons. This development highlights the urgent need for European nations to reassess their defense strategies and bolster support for Ukraine in its fight against aggression.
