A Proposal for a European Defense Union
Andrius Kubilius, the European Commissioner for Defense and Space, has put forward a plan to establish a fresh defense alliance that would merge the military capabilities of Ukraine, Britain, Norway, and EU member states. According to Kubilius, Ukraine currently cannot join NATO, and full EU membership remains a lengthy and complicated process, making it difficult to integrate defense resources through existing channels.
Kubilius emphasized that this proposed European Defense Union would enable the integration of Ukraine's, Britain's, and Norway's defense capacities with those of EU nations.
“We need a European Defense Union that allows us to combine the defense capabilities of Ukraine, Britain, and Norway with those of EU member states,” he stressed.He added that such a move would serve as a clear component of Europe's strategic policy toward Ukraine.
Europe's Long-Term Strategy
Kubilius also noted that advancing Ukraine simultaneously toward the EU single market and a defense union could be part of a broader, long-term European strategy. As alternatives to NATO, options like strengthening regional frameworks such as the Joint Expeditionary Force (JEF) and the Nordic Defense Cooperation (Nordefco) are being considered. Additionally, invoking Article 42.7 of the EU treaty—which covers mutual defense—could become a key element in bolstering the defense capabilities of non-NATO countries.
Kubilius's proposal for a European Defense Union highlights the critical need to deepen defense ties between Ukraine and its Western partners amid current geopolitical challenges. This initiative could not only serve as a mechanism for pooling military resources but also represent a significant step toward ensuring stability and security across Europe.
