Urgent Reform Acceleration Linked to EU Financial Support
Marta Kos, the European Commissioner for Enlargement, has called on Ukraine’s government, parliament, and key institutions to expedite reforms essential for European integration and unlocking substantial financial aid from the European Union. The EU is prepared to allocate €2.9 billion to Ukraine under the 'Ukraine Plan,' contingent upon tangible reform progress.
Speaking at the Ukrainian Donors Platform meeting, Kos pointed out that Ukraine’s financial demands remain high due to the ongoing conflict. She stressed the urgency of improving financial governance, judicial independence, rule of law, and anti-corruption measures. While Prime Minister Serhiy Koretsky has helped revive reform momentum, Kos urged all institutions to unite their efforts to achieve sustained progress.
State Budget Spending and Opposition Demands
Former Ukrainian President Petro Poroshenko highlighted that the country’s survival throughout the war depends on three pillars: the front line, the home front, and international partners. His party, European Solidarity, has called for the immediate return of 40 billion hryvnias to military funding and demanded an urgent parliamentary plenary session. They also voiced concerns over government budget expenditures.

- Over 2.1 billion hryvnias were allocated to populist cashback schemes.

The opposition insists that the reserve fund should be strictly used to address the aftermath of Russian attacks, safeguard critical and energy infrastructure, and protect cultural heritage sites.
