Overhaul of Vehicle Testing and Registration Rules
The European Commission has initiated a reform of vehicle technical inspection and registration regulations, shifting focus to environmental impact and electronic safety systems. This update will revise standards originally set in 2014, targeting three main areas: roadworthiness testing, registration procedures, and roadside inspections. This move aligns with the EU's broader Green Deal and Vision Zero road safety ambitions.
Under the new proposals, periodic technical inspections will be introduced for electric vehicles. For passenger cars and vans over ten years old, annual checks will be recommended. Inspections will specifically verify the mandatory functionality of key electronic safety systems. Systems subject to verification will include:
- lane departure warning systems;
- automatic emergency braking;
- cruise control;
- start-stop systems.
Vehicles will fail their inspection if an owner has deliberately deactivated these systems.
Addressing Outdated Standards and Their Impact
The European Commission stated that current rules are 'outdated and insufficient to keep pace with rapid automotive technology advances, growing air pollution concerns, and persistent road safety issues.' Proponents of the change also noted that older vehicles are 'responsible for a disproportionately high amount of harmful emissions.' Consequently, the revised inspection and registration rules aim to improve road safety and reduce the environmental impact of vehicles.
These changes reflect the increasing priority European institutions place on environmental and road safety matters. Introducing the new standards may incentivize car owners to upgrade their vehicles, which could help lower harmful atmospheric emissions.
