At an international conference in Oslo, former U.S. Army Europe commander Ben Hodges urged European nations to bolster their own defense responsibilities, emphasizing the need to avoid over-reliance on the United States. He stressed that Russia employs systematic pressure and destabilization tactics to erode support for Ukraine. Hodges also noted that while Europe possesses sufficient economic and military potential to deter Russia independently, it requires greater political resolve and unity.

European Commission spokesperson Thomas Regnier confirmed the EU is fully cognizant of the situation. He pointed out that the existing Galileo satellite system is capable of detecting and countering such attacks.
