EU Commission Urges EU Council to Approve Final €45 Billion Loan for Ukraine by 2027

Єврокомісія закликала Раду ЄС терміново підтримати остаточне фінансування України у розмірі 45 мільярдів євро до 2027 року.

EU's Financial Commitment to Support Ukraine

The European Commission has called on the EU Council to authorize the remaining €45 billion loan installment for Ukraine, scheduled for disbursement by 2027. This funding forms part of a broader €90 billion EU financial aid package spanning 2026 to 2027. According to European Commission President Ursula von der Leyen, this initiative aims to guarantee consistent funding for Ukraine and ensure the continuation of essential public services.

Loan Allocation and Conditions

Out of the total loan, €31.7 billion is earmarked to bolster Ukraine's defense industry capabilities, while €13.3 billion will provide budgetary support divided between the Ukraine Facility program and macro-financial assistance. Ukraine is expected to receive all funds by December 31, 2027. The budget aid comes with strict requirements including adherence to the rule of law, anti-corruption measures, economic resilience, and sustainable development.

For 2026, €16.7 billion of the loan will cover social spending tied to the budget deficit, whereas €28.3 billion is allocated for arms procurement. The legal framework underpinning this credit was agreed upon by the EU Council in February. The European Commission approved the legislative package on January 14, the European Parliament voted in favor on February 11, and the EU formally ratified the loan on April 23. Ukraine's Verkhovna Rada ratified the loan agreement on May 28.

'Together with our allies, we must do everything possible to increase pressure on Russia and compel it to end its brutal invasion,' Ursula von der Leyen

This financial support is vital as Ukraine navigates pressing security and economic challenges. The EU’s additional resources not only help sustain social programs but also enhance Ukraine’s defense capabilities amid ongoing conflict. This decision highlights the European Union's unified stance in backing Ukraine and its readiness to act collectively against Russian aggression.

As the EU continues to bolster Ukraine's defense capabilities, the recent allocation of €2.86 billion for frontline defense needs highlights the urgency of supporting the nation amid ongoing conflict. This funding complements the proposed €45 billion loan, reinforcing the EU's commitment to Ukraine's stability and security.
