Inclusion of Ukraine in the EU Roaming Space

The European Commission proposed to include Ukraine in the EU roaming space starting from January 1, 2026, which will allow Ukrainians to use their tariffs in EU countries without additional costs. This initiative includes the implementation of the 'Roaming Like at Home' principle, which is already in effect for citizens of European Union countries.

The official inclusion of Ukraine in the roaming space is scheduled for the beginning of 2026. Until then, the existing temporary agreement between telecommunication companies of Ukraine and EU countries will be extended until the end of 2025. This will enable Ukrainian subscribers to continue receiving communication services without significant additional costs.

Purpose of the Initiative and Its Significance

European Commission President Ursula von der Leyen noted that the goal of this proposal is for Ukrainian citizens to stay connected with their loved ones across the EU and at home. Henna Virkkuunen, a representative of the European Commission, also emphasized that the ability to stay in touch with home, friends, and family could be a moment of relief for Ukrainians across Europe.

It should be noted that Ukraine became the first country in Europe where the pilot technology of Starlink Direct to Cell was launched, highlighting the importance of access to modern communication technologies for Ukrainians. This initiative of the European Commission is another step towards integrating Ukraine into the European space and improving conditions for Ukrainian citizens abroad.

The inclusion of Ukraine in the EU roaming space indicates the strengthening of ties between Ukraine and the European Union, which may facilitate the further integration of the country into European structures. It also reflects the EU's desire to support Ukrainians in their wish to stay connected with relatives and friends, especially in the context of prolonged war and crisis situations. Simplifying communication costs may positively affect the mobility and adaptation of Ukrainians in European countries.
