Europe Reduces Military Aid to Ukraine: Volumes Fall to Lowest Level Since 2022

Reduction of Military Aid to Ukraine

European military aid to Ukraine significantly decreased in September and October 2025, leading to a critical shortfall compared to average aid levels in previous years. As of October 2025, new military aid commitments to Ukraine may reach their lowest annual level since the full-scale invasion in 2022. During this period, European countries allocated around €4.2 billion in new military aid, which is a substantial drop compared to previous years.

To achieve the average annual levels of 2022-2024, Ukraine needs to receive an additional €9.1 billion. In 2025, only €32.5 billion was allocated, which does not meet the country's needs amid ongoing aggression. Germany, despite an overall decline, nearly tripled its average monthly aid levels, while France and the United Kingdom doubled theirs. This indicates a growing activity of some countries in providing aid to Ukraine.

Disparity in Support Between Countries

However, the reduction in support from Spain and Italy is a noticeable setback. Italy cut its allocations by 15%, while Spain recorded no new military aid in 2025. These changes in funding highlight the importance of a more balanced burden-sharing across Europe, as the recent slowdown complicates Europe’s ability to fully replace the absence of U.S. military aid in 2025.

Thus, a disparity in the level of support between countries is currently observed. The leaders in increasing military aid remain France, Germany, and the United Kingdom, while Italy and Spain show a significant reduction in allocations. This raises doubts about Europe’s capacity to provide the necessary support to Ukraine amidst current challenges.

The decrease in military aid to Ukraine from European countries could significantly impact the country's defense capability amid ongoing armed aggression.

Considering that support from the U.S., which has traditionally been substantial, may decrease, European countries must find ways to increase their commitments and ensure stability in the region. It is crucial for countries that have reduced allocations to reconsider their decisions, as this may have negative consequences not only for Ukraine but also for the overall security of Europe.
