Upcoming European Council Meetings
On October 21, António Costa Lurti, Chief of Staff to the President of the European Council, briefed EU member state ambassadors on the agenda for forthcoming gatherings. He revealed that a special European Council summit is scheduled for November 26-27, 2026. The primary topics will include the EU’s multiannual financial framework for 2028-2034 and continued backing for Ukraine.
Before this, on November 13, the European Council will meet informally in Dublin, where EU leaders will discuss the development of artificial intelligence. As the EU official highlighted,
“the special European Council meeting on November 26-27 will concentrate on the multiannual financial framework (MFF) and Ukraine’s funding.”
Financial Aid for Ukraine
António Costa also detailed the financial assistance provided to Ukraine this year. So far, Ukraine has received €16 billion through a defense loan component, with an additional €17 billion earmarked for budgetary support. However, the release of these budget funds is contingent upon the implementation of necessary reforms. Furthermore, the EU has transferred €2.9 billion to Ukraine under the Ukraine Facility program. The European Council President emphasized,
“The European Union will meet Ukraine’s financial needs in 2027 and urges international partners to enhance their support for Kyiv.”
As the EU prepares for these critical meetings, it remains committed to strengthening Ukraine’s economic resilience amid ongoing challenges while addressing emerging technological priorities such as artificial intelligence. These efforts demonstrate the Union’s dedication to stabilizing the region and adapting to future strategic demands.
As the EU intensifies its support for Ukraine, it's important to note that while the US has paused its arms funding, both Germany and the EU continue to stand firm in their commitment. This ongoing assistance is crucial for Ukraine's resilience and stability in the face of adversity.
