Funding Ukraine’s Defense Amid Ongoing War
As Ukraine continues to face the challenges of war, the strength of its frontline forces, domestic support, and international partnerships remain critical pillars of survival. The proposed 2027 state budget allocates funds to security and defense sectors but has drawn criticism for how resources are distributed in favor of the Armed Forces of Ukraine. Petro Poroshenko, leader of the European Solidarity party, has called for a budget revision to increase military funding by an additional 500 billion hryvnias, alongside demands for transparent use of the reserve fund and sustained social welfare payments.
The draft budget designates nearly 4.885 trillion hryvnias to security and defense. However, Poroshenko emphasizes that
"victory in war depends on clearly prioritized allocations within these figures."He also pointed out that soldiers’ pay remains frozen, urging a return of 40 billion hryvnias to the military and a parliamentary plenary session to discuss these urgent concerns.
Reserve Fund Spending Under Scrutiny
The Ukrainian Cabinet has allocated close to 26 billion hryvnias from the state reserve fund for ongoing road maintenance and repairs. Yet, nearly 4 billion hryvnias from this reserve have been spent on roads mostly far from frontline areas. Additionally, over 2.1 billion hryvnias have been directed toward a populist cashback program, while approximately 16 billion hryvnias funded the 'UZ' initiative providing three thousand free kilometers for travelers.
Ukraine’s external financial support needs for 2027 are estimated at $52.6 billion. Poroshenko underscored the vital role of trust in international alliances, stating
"Trust is a currency earned only through consistency, predictability, and fulfilling one’s promises."He warned against backing a budget driven by populism and bureaucratic comfort that ultimately deprives the military of necessary resources.
Poroshenko outlined three essential fronts Ukraine must hold in 2027:
- The battlefield — powered by military strength,
- The home front — sustained by economic resilience,
- Alliances — maintained through mutual trust.
"Three fronts. One budget. One goal — to endure and force Russia to end the war," he affirmed.
