The State of Peace Talks Between Ukraine and Russia
European intelligence agencies are expressing significant skepticism about the possibility of a peace agreement being reached between Ukraine and Russia in 2024. According to a Reuters report citing five senior European intelligence officials, Russia shows no interest in a swift peace and is instead using the negotiation process as a tactic to weaken international sanctions. This assessment comes amid a protracted conflict that has reshaped European security architecture.
Trilateral talks involving representatives from Ukraine, the United States, and Russia were held in Geneva on February 17-18. Ukrainian President Volodymyr Zelenskyy reported that a ceasefire monitoring mechanism involving the U.S. was largely agreed upon. However, he also noted that the dialogue proved difficult, with unresolved issues remaining concerning the military-political bloc.
Russia's Strategic Aims
Intelligence sources indicate that Russia is not actively seeking a peace settlement but is focused on achieving its unchanged strategic objectives. These core goals include:
- the removal of Ukrainian leader Volodymyr Zelenskyy;
- the transformation of Ukraine into a neutral buffer state against the West.
One official suggested that if the Russians were to gain certain concessions, it might potentially open the door to more genuine negotiations.
Consequently, experts view the prospects for a peace deal as highly unlikely, as Russia continues to pursue its strategic ambitions with little apparent interest in sincere dialogue or restoring regional stability. The ongoing military actions and Moscow's stated goals risk further escalation, negatively impacting security across the region.
