Political discussions about the future mechanism of temporary protection for Ukrainians are ongoing in the countries of the European Union. At the same time, it is premature to talk about the swift cancellation of this status or a mass return of refugees to Ukraine. Experts believe that even with a change in the rules, most people will be able to legally remain in Europe. This was stated by the president of the All-Ukrainian Association of Companies for International Employment Vasyl Voskoboynyk.
Temporary Protection for Ukrainians in the EU: What Could Change After 2027
According to Vasyl Voskoboynyk, there is currently no final decision in the European Union regarding the revision of the rules for temporary protection for Ukrainians, including men of conscription age.
He noted that even if the corresponding changes are supported at the political level, they are unlikely to take effect before the current temporary protection mechanism expires after March 2027.
The expert pointed out that the very fact of such discussions indicates a change in approaches in the EU. The issue of the presence of millions of Ukrainians is increasingly viewed not only as humanitarian but also as economic and social.
Ukrainian Workers in Europe: Why There May Not Be a Mass Return
According to Voskoboynyk, even if the rules change, Ukrainians will not be required to leave EU countries immediately after the temporary protection ends.
He stated that in such situations, transitional periods are usually provided during which people can obtain another legal status.
Among the possible options to remain in Europe, the expert mentions obtaining a work permit, participating in programs for skilled workers, studying, family reunification, or other legal grounds for residence.
Voskoboynyk emphasizes that even after a possible revision of the temporary protection mechanism, a significant portion of Ukrainians will continue to work and reside in EU countries on other legal grounds. Therefore, automatic mass return of Ukrainian citizens should not be expected.
It should be noted that the number of work permits for foreigners has sharply decreased in Ukraine, although there is an increasing discussion in the information space about a "wave of migrants."
