Guberniev's inclusion stems from his participation as a presenter at a pro-war rally held at Moscow's Luzhniki Stadium on March 18, 2022, which voiced support for Russia's war against Ukraine.
In addition to Guberniev, the EU sanctions list includes:

- Pavel Zarubin
- Maria Sittel
These individuals have been involved in propaganda supporting Russia's aggressive foreign policy. This move is part of a broader international effort to counter disinformation and hold enablers of the war accountable. Separately, Russian speed skater Alexandra Saitova, who had been recognized as a neutral athlete by the International Skating Union (ISU), attended Vladimir Putin's annual address to the Federal Assembly on February 29, 2024. Her presence at this political event, alongside Putin's allies and Russian military personnel involved in the war, violates International Olympic Committee (IOC) guidelines for neutral athletes and has drawn criticism.
