35.4% of Tattoo Inks Contain Potentially Harmful Bacteria, FDA Investigation Finds

What the FDA Found in Tattoo and Permanent Makeup Inks

The U.S. Food and Drug Administration (FDA) conducted four separate inspections between 2018 and 2024, examining 259 unopened containers of ink intended for tattoos and permanent makeup. Bacteria were present in 35.4% of those samples, and more than 250 bacterial isolates were recovered, representing 94 different species. Of those species, 34 are considered potentially dangerous to human health. Given the growing popularity of tattoos and permanent cosmetics, these findings are a reminder that product safety in this industry deserves serious attention.

Key Findings from the Study

Among the 118 samples that carried a 'sterile' label, 30.5% still tested positive for bacteria, while non-sterile-labeled products had a contamination rate of 35.5%. The breakdown also showed that 33.3% of tattoo inks and 33% of permanent makeup products were contaminated. Inks manufactured in the United States had a positive rate of 33.5%, whereas imported inks were contaminated 31.9% of the time.

The most common genera detected were Bacillus, Pseudomonas, Staphylococcus, and Lysinibacillus. Potentially hazardous species included Pseudomonas aeruginosa, Bacillus cereus, and Cutibacterium acnes. Researchers were unable to determine exactly where the bacteria entered the product, and contamination levels did not depend on sterility claims, ink color, product category, or manufacturing country. The actual number of bacterial species may be higher, since the analysis only detected microbes that could grow under laboratory conditions.

In light of the results, the study authors recommend the following measures:

  • strengthening quality control procedures;
  • checking whether sterilization methods are actually effective;
  • expanding microbiological testing of ink products.

Finding bacteria in tattoo and permanent makeup inks does not automatically mean they will cause an infection, but it does underline the need for stricter safety standards in this field.
