Underground spent-fuel facility gets a safety green light
Finland has issued a positive safety verdict for an underground repository designed to hold spent nuclear fuel. The announcement, made public on 5 August at 21:05, covers both an encapsulation plant and a network of tunnels built by the company Posiva. The facility is set to be the world's first commercial high-level waste site, embedded in crystalline bedrock roughly 430 meters below the surface. The government will use this favorable review as the basis for granting the final operating license. The project has been closely watched worldwide because permanent disposal of high-level nuclear waste remains an unresolved issue in most countries.
Posiva, a joint venture formed by the energy companies TVO and Fortum, was set up to manage waste from the Olkiluoto and Loviisa nuclear power stations. The process starts with spent fuel assemblies being kept in surface pools, where their heat and radioactivity gradually subside. Later, the fuel rods are placed inside cast-iron inserts, which go into thick-walled copper canisters. Copper is chosen for its known resistance to chemical corrosion in groundwater.
Containment and isolation strategy for the waste
Loaded capsules are lowered into the ONKALO facility, about 430 meters beneath the surface. From there, kilometers of tunnels lead to vertical boreholes lined with blocks of compacted bentonite clay before filling. The bentonite buffer is crucial, according to Posiva’s research:
"it acts as a protective barrier between the canister and the surrounding rock. When exposed to water, the clay swells, fills all remaining voids, and prevents water from circulating around the container."
Finland’s nuclear safety regulator, STUK, evaluated the project using computer simulations, structural calculations, and geological evidence. STUK also asked Posiva for extra information about long-term safety under changing environmental conditions. Posiva is now testing its equipment at the surface plant and in the tunnels, including automated trolleys, canister welding gear, and clay placement tools. The company aims to be ready to begin final disposal by the end of the year. The repository is designed to keep waste isolated for at least 100,000 years.
The Finnish safety approval for this underground spent-fuel repository marks a major step toward solving the global challenge of nuclear waste disposal. Such technologies could serve as a model for other countries struggling to store radioactive material safely. If Posiva’s project proves successful, it may shape the future of nuclear energy worldwide by offering a dependable answer to one of the industry’s toughest environmental problems.
