Lifting of Seizures on the Samara-West Direction Oil Products Pipeline
Ukraine's State Property Fund has filed a motion with the High Anti-Corruption Court seeking the removal of asset seizures from the Ukrainian segment of the Samara-West Direction oil products pipeline, an asset tied to former lawmaker Viktor Medvedchuk. Once the seizures are lifted, the pipeline will be transferred to the management of Ukrtransnafta. This legal move marks a critical step in reclaiming control over a key piece of energy infrastructure.
Spanning over 1,400 kilometers, the Samara-West Direction oil products pipeline connects Ukraine with Russia and Belarus. Its infrastructure includes:
- pumping stations,
- storage tanks,
- production complexes,
- technological support systems.
Control over this asset was seized by Medvedchuk and his associates in 2015 through the company Prykarpatzakhidtrans. The State Property Fund had been working to return the pipeline to state ownership since 2011, filing a lawsuit with the Commercial Court of Zhytomyr Region in 2021. In June 2023, the court ruled in favor of the Fund, and on January 31, 2024, the Supreme Court finalized the state's ownership rights to the asset.
Currently, the pipeline remains under asset seizures imposed by the High Anti-Corruption Court in 2021 and 2023. Ukrtransnafta has been managing the asset since June 2021 under a five-year agreement with the Asset Recovery and Management Agency (ARMA). During its management period, Ukrtransnafta has already contributed over 10 million hryvnias to the state budget.
In July 2024, the Security Service of Ukraine (SBU) and the National Anti-Corruption Bureau (NABU) charged Viktor Medvedchuk and four former heads of Prykarpatzakhidtrans with the illegal privatization of the pipeline. The criminal investigation remains ongoing.
