Applications for Energodim and GrinDIM Temporarily Halted by Energy Efficiency Fund

Energodim and GrinDIM Programs Pause Intake

The Energy Efficiency Fund, Ukraine's main state-backed institution for residential energy-saving upgrades, has temporarily stopped accepting new requests for both the Energodim and GrinDIM schemes. The move was reported by the Window of Recovery outlet, with confirmation from Iryna Klymas, an energy expert at the NGO Ecoaction. Energodim's application window closed on August 22, 2026, so that the program can align with the requirements of the EU's Ukraine Facility financial instrument. GrinDIM followed on April 4, 2026, after the full 100 million hryvnias allocated to it were spent.

What the Two Programs Offer

Energodim is designed for comprehensive thermal upgrading of multi-apartment buildings. It covers modernization of internal systems, installation of individual heating substations, and insulation of walls, roofs, attics, and basements. Participants could claim compensation covering up to 70 percent of their costs. GrinDIM, on the other hand, supports the installation of solar power plants, energy storage systems, heat pumps, and generators. Grants under this program can reach as high as 4 million hryvnias, depending on the type of equipment chosen.

The Fund is currently working to restart both initiatives, but has not set a specific date for reopening applications. Any future rounds may come with revised participation conditions. In the meantime, housing cooperatives (OSBBs) are advised to use the break to carry out energy audits, gather documentation, and explore local assistance options.

An energy audit must be conducted by a certified professional whose findings can then be entered into the official state register. Search tools are available through either the national register of energy auditors or the Association of Energy Auditors of Ukraine. Local programs, meanwhile, may offer co-financing for repairs, generators, backup power systems, and other equipment.

For housing cooperatives, this pause is also an opportunity to review project plans with residents, commission an energy audit, and assess what their community can provide. By doing so, they can be ready to move quickly and make the most of the available support once intake resumes.

The suspension of Energodim and GrinDIM marks a key phase in adapting Ukraine's energy efficiency framework to the requirements and financial instruments coming from the EU.

At the same time, it highlights how important it is for housing cooperatives to prepare for possible changes in eligibility rules. Working closely with local authorities and having an updated energy audit could be decisive in securing future assistance.
