Increase in FOP Registrations in Ukraine
Individual entrepreneurs (FOP) in Ukraine continue to actively register, despite the challenges associated with the state of war. The fourth quarter of 2025 marked a significant increase in new registrations: about 58.2 thousand new FOPs were registered, which is 40% more than in the same period of 2024 when there were 41.6 thousand registrations.
The number of FOP closures in the IV quarter of 2025 also saw changes. It amounted to 50.5 thousand, which is 18% less than in 2024. Thus, for every 100 new FOPs, there were 87 closures, indicating positive trends in the business environment.
Sectoral and Regional Distribution of New Registrations
The sectoral distribution of new registrations showed that the largest number of new FOPs were registered in retail trade — 16.5 thousand, accounting for 28% of the total. The IT sector also demonstrated activity with 7.7 thousand new entrepreneurs, while other services accounted for 6.9 thousand new registrations.

In gender analysis, it is evident that 61% of new FOPs, nearly 36 thousand, were registered by women. This indicates the increasing role of women in entrepreneurship in Ukraine. Overall, the net increase in the business community in the last three months of the year amounted to about 7.7 thousand new entities.
These data highlight the positive changes in the entrepreneurial environment of Ukraine, which, despite the challenges associated with the war, shows growth.
Thus, the increase in the number of new FOP registrations in the IV quarter of 2025 indicates the resilience and adaptation of the business environment in Ukraine under complex circumstances.
