FSB Border Zones to Be Lifted in Rostov, Voronezh, and Crimea Areas

Russia’s Federal Security Service (FSB) has prepared draft orders that would remove border-zone restrictions on certain sections of the Rostov and Voronezh regions adjacent to temporarily occupied Ukrainian territory, as well as along the line between occupied Crimea and a portion of the Kherson region. It is widely seen as an attempt to cement Moscow’s illegal annexation claims. The stated reasoning relies on Russia’s claimed absorption of these lands, with border control to be shifted to the outer perimeter of the occupied areas.

These administrative changes do not alter the internationally recognized status of Ukrainian territory. Russia remains an occupying power and aggressor state under international law, regardless of how it defines the occupied areas domestically. The Autonomous Republic of Crimea, Sevastopol, and parts of the Donetsk, Luhansk, Zaporizhzhia, and Kherson regions are still integral parts of Ukraine.

International Response and Consequences

The FSB’s plan to cancel border zones represents another step in Russia’s effort to legitimize its occupation, a move that has not received international recognition. It also heightens concerns among Ukraine’s partners, who continue to uphold the country’s territorial integrity. The situation around these territories remains tense, and Moscow’s actions are seen as a direct challenge to international norms.

The removal of border restrictions by Russia’s FSB could further escalate regional tensions, highlighting Moscow’s unprecedented steps toward Ukrainian lands.

Security in Ukraine and Russia’s relations with Western countries could be affected by these measures. Western governments have repeatedly condemned Russia’s aggression, reaffirmed support for Ukraine’s sovereignty, and urged a return to the country’s internationally recognized borders in line with international law.
