Plan for Security Guarantees for Ukraine

European allies of Ukraine plan to agree on a package of security guarantees for Ukraine in January 2024, after a possible ceasefire. This initiative aims to strengthen support for Ukraine amid the ongoing conflict. French President Emmanuel Macron is actively working on finalizing the details of support, which will be an important stage in international assistance to Ukraine.

In preparation for the meeting scheduled for January, dozens of countries, including France and the United Kingdom, are developing a package of guarantees. Possible elements of this package may include:

  • deployment of ground forces
  • financial assistance
  • arms supply

Volodymyr Zelensky, President of Ukraine, also confirmed the existence of preliminary agreements with partners concerning the protection of the country.

Plan for Cessation of War

At the same time, there is a 20-point plan for ending the war that is currently being considered by Moscow. According to an unnamed representative of the Elysee Palace,

"Ukrainians, Europeans, and Americans agree, and we believe that now Russia must give a clear response."
Volodymyr Zelensky also noted that
"regarding the contingent for protection in the sky, at sea, and on land - I have said this: we have agreements with our partners."

Thus, preparation for the January meeting demonstrates the efforts of the international community to support Ukraine and the desire for stability in the region.

Discussions on the package of security guarantees for Ukraine indicate an activation of international diplomacy amid a military conflict. The implementation of such initiatives could significantly influence the further course of events, particularly regarding Ukraine's capabilities to enhance its defense capacity and restore sovereignty. The success of these negotiations depends on the readiness of all parties, including Russia, for constructive dialogue and the fulfillment of the reached consensus.
