Western Power Generators Remain Unused in Ukraine: A Critical Delay

Ukraine's program to decentralize its energy grid by installing gas-piston units (GPUs) is facing significant delays, with most of the equipment received from Western partners still not operational. According to energy expert Oleg Popenko, the situation regarding the connection of these units remains deeply unsatisfactory. This stalled effort is a setback for a nation seeking to bolster its energy resilience against frequent power disruptions.

Data shows that in 2023, 92 gas-piston units were delivered to Ukraine via USAID. However, by mid-2024, only three of these units were functioning. The situation had not fundamentally improved by year's end. For instance, as of December 31, the city of Poltava had managed to connect just one out of the three or four units it received. In the city of Oleksandriia, not a single unit had been connected.

Oleg Popenko: 'Half of them simply haven't been connected. They've been installed, but not hooked up.'

Popenko further clarified that a gas-piston unit is not a replacement for a boiler plant but is instead installed at one. Its critical function is to supply power to pumps during a local electricity outage, ensuring that heat can still be distributed to homes. This underscores the vital importance of this equipment, which is currently not being fully utilized.

The failure to deploy these generators raises serious concerns for Ukraine's energy security, especially given the ongoing threat to its power infrastructure. These unused units represent a missed opportunity to relieve strain on the national grid and provide essential heating to civilians during critical periods. Resolving the connection bottlenecks is a crucial step toward strengthening the country's energy independence and reducing reliance on external sources.
