Kyiv Terror Attack: A Timeline of Events

On April 20, 2026, Prosecutor General Ruslan Kravchenko released body camera footage from the first police officers to arrive at the scene of a terror attack in Kyiv, which occurred on April 18, 2026. The attack claimed the lives of seven people, and two patrol officers have been charged with official negligence. The assailant, a 58-year-old native of Moscow, was neutralized during an assault by the KORD special operations unit.

The bodycam recordings reveal the horrific scene on the ground, where the wounded urgently required medical aid. Among the injured were a child, a man, and a woman.

Ruslan Kravchenko: 'The patrol crew arrived in response to a report of gunfire. At the scene, they saw wounded individuals: a child, a man, and a woman, all in need of immediate assistance. Other people were nearby, including another child. A boy with a gunshot wound pleaded with the officers not to save him, but to help his father instead. This is an incredible display of a child's courage.'

It was noted that between 16:35 and 18:00 on April 18, six people were killed in Kyiv. Tragically, another man died today in the hospital from his injuries, becoming the attack's seventh victim. Ruslan Kravchenko stated: 'From 16:35 to 18:00 on April 18, six people were killed in Kyiv. Unfortunately, today another man died in the hospital from his injuries, becoming the seventh victim of the terror attack.'

Two employees of the Kyiv Patrol Police Department have been charged with official negligence under Part 3 of Article 367 of the Criminal Code of Ukraine, and a pre-trial investigation is ongoing. The attacker, Dmytro Vasylchenko, barricaded himself inside a supermarket, opened fire, and held hostages. Simultaneously, a fire broke out in the apartment where the attacker was registered. The suspect has family ties to Russia, and his public activity contained anti-Ukrainian statements. This attack underscores the persistent security challenges Ukraine faces.

Societal and Law Enforcement Response

To ensure accountability for the official negligence, Police General Yevhenii Zhukov resigned from his position as head of the Patrol Police Department. It is important to note that the pre-trial investigation continues, and the public awaits its results, which may influence the future actions of law enforcement agencies.

This tragedy in Kyiv has caused widespread public outcry, particularly given the attacker's links to Russia and prior anti-Ukrainian rhetoric. The investigation and evaluation of the police officers' actions will be crucial not only for establishing accountability but also for enhancing security nationwide. The law enforcement response to this event may define future steps in countering terrorism and improving the operational readiness of security forces.

The motives behind the attack are becoming clearer as investigations continue. Reports indicate that the suspect held pro-Russian and anti-Ukrainian views, raising concerns about the underlying ideologies that may have influenced his actions. Understanding these factors is crucial in addressing the broader implications of such violent incidents in Kyiv.
