Targeting Russia's Oil Refining Facilities
The General Staff of the Armed Forces of Ukraine has officially confirmed successful strikes on two significant Russian oil refineries: Bashneft-UNPZ in Ufa and Kuybyshev Refinery in Samara. These attacks, which triggered fires, took place on September 21 and during the night of September 22. They form part of Ukraine’s strategic efforts to weaken Russia’s military-economic capabilities.
Refinery Capacities and Production
Bashneft-UNPZ in Ufa processes approximately 7.5 million tons of crude oil annually, focusing on deep refining to produce a variety of products, including:
- gasoline
- diesel and boiler fuels
- liquefied gases
- sulfur and other petroleum derivatives
The Kuybyshev Refinery, operated by Rosneft, has an annual throughput of around 7 million tons of crude oil and manufactures:
- gasoline
- diesel fuel
- mazut (heavy fuel oil)
- over 30 additional petroleum products
Together, these two facilities handle roughly 14.5 million tons of oil each year, supplying fuel critical to the Russian military’s operations.
While the Ukrainian military has not disclosed which specific units at the refineries were hit, open-source intelligence analysts suspect that the primary distillation unit AVT-5 at Kuybyshev Refinery may have been affected. The General Staff emphasized that these strikes are carried out under Ukraine’s right to self-defense as outlined in Article 51 of the UN Charter.
“Operations targeting key enemy assets continue,” stated the General Staff of the Armed Forces of Ukraine.
These attacks follow a series of previous assaults, including hits on the nearby Novokuybyshevsk Refinery and the Saratov Refinery, both of which experienced explosions.
