The Story of the Glukhiv Department of the State Migration Service in Sumy Region

Located just 8 to 10 kilometers from the Russian border, the border city of Glukhiv has been on the frontline since Russia launched its full-scale invasion on February 24, 2022. The Glukhiv branch of the State Migration Service of Ukraine in the Sumy region, led by Tetyana Mykolaivna Bukhanista since 2012, demonstrated unwavering resolve and professionalism during the conflict’s earliest days by evacuating critical documents and preserving their encryption device.

Tetyana Bukhanista, who began her career in law enforcement in 2002, faced an especially challenging moment when her birthday coincided with the invasion’s outbreak on February 24. Despite ongoing shelling and the destruction of civilian infrastructure, the Glukhiv Migration Service continued its operations without interruption. The team successfully relocated essential paperwork and maintained secure communication channels, ensuring administrative functions remained intact.

Current Conditions in Glukhiv

By 2024, the security situation in Glukhiv has deteriorated significantly due to repeated shelling, which damaged the Migration Service’s office building. However, thanks to the efforts of Ukrainian defense forces that prevented enemy forces from entering the city, the department was able to resume its activities from a new location.

“The day the full-scale invasion began was a nightmare that seems never-ending,” shared staff members from the Glukhiv department.

For an extended period, Glukhiv remained nearly encircled, yet the Migration Service team has persisted despite the dangers, restoring a sense of stability and support for the local population during these turbulent times.

Through its resilience and dedication, the Glukhiv branch exemplifies the strength and professionalism of Ukrainian government institutions operating under wartime conditions.

The situation in Glukhiv highlights the immense challenges faced by public agencies during armed conflict and underscores the vital role they play in maintaining regional security and stability. Even under constant threat of attack, the staff of the Glukhiv Migration Service continues to provide essential administrative services and support to residents, proving that government institutions remain pillars of societal resilience in the harshest circumstances.
