Ukraine has declared a boycott of the Paralympic Games opening ceremony, a decision prompted by the admission of Russian and Belarusian competitors. This move follows the public release of information by Ukraine's Defence Intelligence (GUR) concerning ten Russian athletes who have entered Paralympic sports. The boycott stems from serious concerns about the participation of Russian athletes with direct military backgrounds and involvement in armed conflict.

In a related demand, the National Paralympic Committee of Ukraine has insisted that the Ukrainian flag not be displayed at the opening ceremony of the 2026 Paralympics. The GUR's statement emphasized that

The individuals identified by Ukrainian intelligence include:

  • Vladyslav Shynkar, a member of Russia's Paralympic wheelchair fencing team, who has served in the Vostok Battalion.
  • Anton Bushmakin, a member of the national kayaking and canoeing team, who is a combat engineer and former marine involved in fighting near Avdiivka in the Donetsk region.
  • Tsiden Gheninov, a lieutenant in the Russian Armed Forces, is a member of the Russian Armed Forces sports team and was nominated for the 2025 best athlete award by the International Military Sports Council.
