Ukraine's Defence Intelligence (GUR) has published details on 66 vessels belonging to a 'shadow fleet' operated by Russia, Iran, and Venezuela. This fleet has been implicated in the theft of Ukrainian grain and in violating Ukraine's state borders. The intelligence operation exposed the activities of tankers managed by the Cymare Shipmanagement Ltd (Cyprus) and Cymare Navigation FZC (UAE) corporate group. Since 2023, this group's tanker fleet has been supplying Russia with oil revenues, providing the country with a critical financial lifeline to continue its war against Ukraine. This revelation highlights a sophisticated sanctions-evasion network that undermines international efforts to curb Russian aggression.

The group's top manager is British citizen Mykola Spichenok, who previously held senior positions at the sanctioned Russian state-owned shipping company, PAO Sovcomflot. Notably, Sovcomflot is under sanctions from most countries in the international sanctions coalition. In a related incident, on January 22, 2023, French President Emmanuel Macron announced that the French navy had intercepted a sanctioned Russian 'shadow fleet' tanker in the Mediterranean Sea. This specific tanker is sanctioned by the US, Ukraine, the EU, and other nations.

Exporting Russian Oil Products

The intercepted tanker was involved in exporting Russian oil and petroleum products from Russian ports in the Baltic Sea, the Black Sea, and the Pacific region, primarily to China, India, and other third countries. As GUR notes, 'From 2023 to the present, the tanker fleet of the Cymare corporate group has been seamlessly providing Russia with petrodollars to continue its war against Ukraine, using the cover of company registrations in European Union member states.' This information underscores the urgent need to detect and disrupt the activities of the 'shadow fleet,' which has a significant impact on the regional economic and security landscape.

Exposing the 'shadow fleet's' operations demonstrates the ongoing efforts of the international community to combat the illegal export of resources and the financing of Russian aggression.
