Emerging Cyber Threat

The hacker collective known as UAC-0050 has launched cyberattacks against Ukrainian government institutions by impersonating the energy provider DTEK. These attacks involve sending fraudulent emails demanding overdue electricity payments. The messages contain links that lead to the installation of remote control malware once recipients download and open attached archives. This campaign was first detected on October 29, 2026, according to a report from CERT-UA under the State Special Communications Service of Ukraine.

Attack Techniques Explored

The attackers distribute emails with subjects related to settling electricity debts. These emails include a PDF document featuring a payment link, which directs users to a RAR archive hosted on DigitalOcean Spaces. Inside the archive is a password-protected compressed file along with a text document containing the password needed for extraction. Upon unpacking, an EXE file—actually a self-extracting archive—is executed, installing LiteManager software for remote system control.

Once installed, LiteManager registers itself as a system service and launches with the operating system, granting persistent remote access to the attackers. To evade detection, the hackers utilize numerous IP addresses and domain names, many of which appear legitimate.

The State Special Communications Service of Ukraine advises the following precautions:

  • Verify bills exclusively through official applications or web portals;
  • Instruct government staff to avoid clicking on suspicious links;
  • Refrain from opening unknown files;
  • Avoid entering passwords to extract archive contents unless verified.

This incident highlights the increasing cyber risks targeting Ukraine’s public sector, posing potential threats to national security and operational stability. In light of escalating cyber challenges, it is crucial for government agencies and employees to follow security guidelines and remain vigilant against such threats. Enhancing information system defenses and conducting regular cybersecurity awareness training are essential steps to strengthen resilience against these attacks.

The growing sophistication of cyber threats is evident as hackers continue to exploit vulnerabilities across various platforms. Recently, CERT-UA reported that over 100 websites have been compromised through deceptive tactics involving fake 'I'm Not a Robot' checks. This alarming trend underscores the need for heightened vigilance against online threats, particularly for those within the public sector.
