The Authorized Representative of the Verkhovna Rada for Human Rights, Dmytro Lubinets, emphasized that employees of the territorial centers for staffing and social support (TCC and SSP) cannot violate citizens' rights even in the case of martial law being imposed. According to him, staff at these centers must act within the framework of the law under all circumstances.
'I emphasize: even during martial law, TCC and SSP employees are required to comply with the law. They have no right to unlawfully restrict the freedom of citizens or use force,' the ombudsman stated.
Lubinets also noted that any forced delivery or detention of a person is only possible by the decision of legal authorities. This statement comes amid an increase in complaints and videos where TCC employees appear to exceed their authority while handing out summons.
Protection of Human Rights Under Martial Law
The ombudsman highlighted that the protection of human rights remains relevant under martial law, and state institutions must abide by the law as an example of legal behavior.
It is also worth reminding that the rules of military registration and mobilization have changed in Ukraine.
