Ghost Payroll Scheme Uncovered in Kharkiv
Officials in Kharkiv have been charged with running a payroll fraud scheme that siphoned off 1.8 million hryvnias in wages for non-existent workers. According to Ukraine's National Police, the director of a municipal enterprise and accomplices orchestrated the scam, which operated for three years. Six men were formally hired for various positions but never performed any duties or even showed up for work. Despite their absence, salaries were regularly paid out and subsequently embezzled by the officials involved. This type of corruption directly drains public funds meant for essential services.
Law enforcement has now served the officials with notices of suspicion. They face potential prison sentences of five to eight years. Additionally, the charges could lead to a three-year ban from holding public office.
Bogus Marriage Ring Dismantled in Odesa
In a separate case, authorities in Odesa have shut down a criminal network arranging sham marriages for foreigners. Three individuals—two women, aged 41 and 36, and a 49-year-old man—are implicated. The scheme involved fake marriages between foreign nationals and local women from Odesa, which facilitated obtaining temporary residence permits, unrestricted border crossing, and legal status in Ukraine. The service cost clients between $2,000 and $4,000. Suspects in this case have also been formally notified of the charges against them.
These two investigations highlight a proactive crackdown by Ukrainian authorities on illicit schemes that defraud the state and undermine public trust. Cases involving fake employment and marriage fraud point to systemic vulnerabilities in labor oversight and migration control. The ongoing probes may lead to stricter measures to prevent similar offenses in the future, as Ukraine continues its broader efforts to combat corruption.
