Khmelnytsky: why the city cannot take the scandalous restaurant from the Krupa family

Deputy Mayor of Khmelnytsky, Mykola Vavyshuk, explained the scandalous situation with the reconstruction of the former restaurant 'Zoryana Nich', which is located next to Chekmana Park. The owner of the building is the son of the person suspected of illegal enrichment, Oleksandr Krupa, and now the building is in private ownership. Private ownership is lawful, and local authorities cannot take the property without a court decision.

The building was privatized in 2001 and then acquired by the Krupa family in 2020. The property is registered in the state register. Vavyshuk emphasized that reconstruction of the property does not mean new construction, and the height of the building will remain the same, as in the previous one, at 15.9 meters.

“I would probably be happy and glad if this property were indeed in municipal ownership of the city, but that is impossible,” Vavyshuk said.


Project Details



The former restaurant will be transformed into a three-story hotel-restaurant complex with an area of more than 2,700 square meters. The client is Oleksandr Volodymyrovych Krupa, son of Tatyana Krupa, former chief physician of the Khmelnytsky Regional Medical and Social Expertise Center. Reconstruction work began in 2023 and is still ongoing.


The National Anti-Corruption Bureau has initiated criminal proceedings against Oleksandr Krupa for illegal enrichment. By the decision of the city council, the land plot has been leased to Krupa for 10 years.



Explaining the situation with the reconstruction of the development, the Deputy Mayor of Khmelnytsky noted that the ownership of the property is legal and private property cannot be illegally confiscated by local authorities. He also emphasized that the height of the building will remain at the same level, and the reconstruction does not imply new construction.
