The Challenge of Ukraine's Deteriorating Housing Stock

Ukraine faces a major challenge with its outdated housing, particularly the thousands of prefabricated apartment blocks known as 'Khrushchyovkas' built during the 1950s-1970s. A parliamentary committee has begun drafting legislation to facilitate the renovation or demolition of these buildings. Key issues to resolve include the procedure for relocating residents and the requirement to obtain their consent for such changes. Although large-scale work is postponed due to the war, cities are being advised to prepare for implementing relevant programs. These buildings are a common legacy of Soviet-era urban planning across Eastern Europe.

Laying the Groundwork for Systemic Reform

Preparations for systemic changes in the housing sector began several years ago. The corresponding draft law has already passed its first reading, indicating gradual progress. However, the process is complicated by the need for consent from a significant majority of a building's residents before demolition can proceed. Committee Chair Olena Shuliak noted:

“We have thousands of Khrushchyovkas in our major cities. We were literally on the verge of regulating this at the legislative level just before the war.” - Olena Shuliak

Meanwhile, pilot renovation projects in Kyiv and other major cities have been stalled for years, highlighting the difficulty of implementing such initiatives. Shuliak also emphasizes that “the main question is who will decide that a Khrushchyovka is to be vacated and a new one built in its place.” Currently, reconstruction is not a priority, as Ukraine has many structurally unsound Khrushchyovkas.

Despite these challenges, Shuliak stressed that “cities need to prepare for such renovation programs. When favorable conditions arise, they will already be ready for implementation.” The main focus of the future reform lies in conducting full technical inspections of structures, implementing modern energy efficiency standards, and assessing the economic feasibility of restoration. This approach aims to preserve housing stock and ensure comfortable living conditions for residents in the future.

The problem of Ukraine's aging housing stock requires urgent attention, as many buildings constructed during the Soviet period have become hazardous for occupants. Legislative initiatives aimed at renovating or demolishing Khrushchyovkas are a crucial step toward improving living conditions, yet their execution faces numerous administrative and social hurdles.
