Starting from 2026, legislative changes have come into effect in Ukraine that expand the list of persons authorized to check citizens' documents. From now on, employees of the Security Service of Ukraine (SBU) and representatives of other law enforcement agencies have the right to carry out document checks.

At the same time, it is important to note that employees of the Territorial Centers for Recruitment (TCK) do not have the right to check documents. This clarification emphasizes that document control is concentrated in other structures, notably the Military Law Enforcement Service (VSP), which, according to the new rules, has such a right.

Digital mobilization and its consequences

Moreover, there are currently no legal grounds for Ukraine to transition to digital mobilization. As noted by Kateryna Anyshchenko, information about digital mobilization in Ukraine is currently unconfirmed and remains merely sensational headlines.

Thus, changes in the rules for document checks are an important step in improving human rights activities in the country, but issues of digitalization remain unresolved.

The introduction of new document checking rules in Ukraine may impact security and control in society, as empowering SBU employees and other law enforcement agencies may facilitate more effective responses to potential threats. At the same time, the restrictions for TCK employees indicate a clear delineation of functions within the security system.

The unresolved issue of digitalization highlights the need for ongoing discussions about the modernization of mobilization processes in Ukraine.
