Igor Lutsenko, a serviceman and народний депутат, believes that unauthorized abandonment of units is a serious problem for the Ukrainian army. He noted that this issue requires attention both at the sectoral and state levels. Lutsenko identifies three groups of military personnel who most often resort to unauthorized abandonment, and calls for systematic work on this issue.

Referring to the reforms implemented, Lutsenko mentioned that bureaucratic procedures complicate their implementation. He emphasizes the importance of fair distribution of mobilized individuals and personal accountability for decisions that lead to mass desertions of servicemen.

In Lutsenko's opinion, punishing offenders is an important step towards improving the situation in the army. He believes that conditions must be created where each serviceman bears personal responsibility for their actions.

The Secretary of the Committee on National Security, Roman Kostenko, noted that the situation with draft dodging is becoming more complicated. Many conscripts are refusing to serve, which can undermine the country's defense capabilities. The authorities prefer to take effective measures to prevent this phenomenon and encourage military personnel to enlist.
