Leaving Ukraine or Staying During the War: Expert Weighs In

The issue of leaving Ukraine during the war remains relevant for many families. Experts note that the current wave of migration is different from the pre-war labor migration and has different reasons. The All-Ukrainian Association of International Employment Companies writes.

The president of the association and head of the Office of Migration Policy, Vasyl Voskoboynyk, spoke about the trends.

Migration from Ukraine During the War: Why People Are Leaving

According to the expert, today the decision to leave the country is primarily related to security issues, rather than economic opportunities.

Vasyl Voskoboynyk explained:

«Today, the decision to leave is not about seeking a better salary. It is about the safety of children».

The main reasons for the new wave of migration are:

  • constant missile strikes

  • threats to civilian infrastructure

  • blackouts and heating issues

  • lack of stability in wartime.

According to the expert, there are currently no regions in Ukraine that can be considered completely safe.

Ukrainians Leaving for Abroad: Statistics and Forecast

According to the National Bank of Ukraine, approximately 290 thousand citizens left the country in 2025.

In 2026, the number of those leaving for abroad may increase by another approximately 200 thousand people, according to forecasts.

The expert emphasizes that the current migration resembles forced evacuation more than classic labor mobility.

At the same time, he is convinced that despite the difficult circumstances, Ukrainian society will be able to endure.

It should be noted that citizens planning to leave Ukraine for abroad in 2026 must adhere to customs regulations for food products to avoid confiscations and fines.
