9% Drop in Ukraine’s Used Car Imports Linked to VAT Reinstatement on Electric Vehicles

Monthly High Falls Short of Last Year’s Numbers

In April 2026, Ukraine registered 19,323 imported second-hand vehicles—the highest monthly figure this year. Still, this represents a 9.1% decline compared to April 2025. The key factor behind the downturn is the reintroduction of a 20% value-added tax (VAT) on electric cars, which took effect on January 1, 2026. These registration statistics were released by the Institute of Car Market Research.

For context, back in April 2025, the country saw 21,200 such registrations. The average age of imported cars in April 2026 stood at 10 years. Volkswagen remains the leading brand, though the Tiguan model has overtaken the Golf in popularity.

Engine Types and Luxury Imports

The breakdown of engine types among new registrations is as follows:

  • 55.9% gasoline
  • 21.3% diesel
  • 11.4% electric
  • 8% hybrid
  • 3% LPG (liquefied petroleum gas)

In April 2026, Ukraine imported 77 Porsches, 7 Maseratis, 3 Lamborghinis, 1 Aston Martin, and 1 Bentley.

During the first quarter of 2026, the country registered 50,100 used imported cars. New cars now account for just 7% of all registrations—a stark contrast to 2008, when that share was 50%.

These figures highlight shifting trends in Ukraine’s automotive market, particularly a declining appetite for new vehicles alongside a steady inflow of used imports. The VAT reintroduction on EVs is certainly influencing consumer choices, but used cars remain the more affordable option. Future market developments will likely hinge on tax policy changes and the broader economic climate.
