At the same time, 72% of companies plan to continue investing in the Ukrainian market despite the ongoing war. In 2024, this figure was 70%, and in 2023 - 57%. This indicates a growing interest from investors in Ukraine during a challenging period.
However, despite the positive changes in investment plans, 71% of managers believe that the investment climate in 2025 remains unfavorable. In 2024, 79% of respondents expressed this opinion, and in 2023 - 84%. Furthermore, 52% of companies have suffered losses due to hostilities, highlighting the risks associated with investing in Ukraine.
Positive and negative factors for investment

At the same time, despite positive indicators, the high percentage of managers who consider the investment climate unfavorable indicates serious risks that need attention.
