Pension indexing in Ukraine in 2026
In 2026, a large-scale pension indexing is planned in Ukraine, but not all pensioners will receive an increase. Two groups of individuals will remain without indexing. The state budget allocates 251.3 billion hryvnias for pension payments to 10.3 million people.
Categories without indexing
Ukrainians who retired in 2023, 2024, and 2025 will remain without an increase. The second category that is not subject to indexing is individuals receiving special pensions.
The recalculation formula in 2026 will be based on half of the inflation index and half of the average wage growth. The exact increase coefficient will be known only in February.
Thus, despite the general increase in pensions, some categories of pensioners will remain without financial support in the form of indexing.
