Ukraine's Whistleblower Protection System: Key Reforms and Progress in 2025
Significant improvements were made to Ukraine's whistleblower protection framework in 2025, driven by legislative initiatives, international recognition, and the expansion of a dedicated reporting portal. The National Agency on Corruption Prevention (NAZK) issued nine binding instructions to rectify violations of whistleblowers' rights. Of these, seven resulted from agency inspections, while two were initiated based on direct appeals from whistleblowers. These actions highlight a growing focus on safeguarding whistleblowers and their crucial role in the nation's anti-corruption efforts. This progress is particularly notable given the ongoing challenges of governance reform in the region.
Key NAZK Initiatives in 2025
A major initiative from NAZK in 2025 was the drafting of a bill to provide financial rewards for whistleblowers. This measure is designed to incentivize citizens to report corrupt activities. The agency also prepared a concept for legislation on secure internal reporting channels, which is expected to significantly boost trust in the whistleblowing system.
The whistleblower institution gained international validation when Ukraine scored 90.2 out of 100 in the fifth round of monitoring under the OECD's Istanbul Anti-Corruption Action Plan. This high score reflects positive shifts in the fight against corruption and the strengthening of anti-corruption institutions. To expand opportunities for reporting, over 3,000 new organizations joined the whistleblower portal in 2025, bringing the total to more than 11,000. Users rated the portal's functionality at 8.1 out of 10, indicating a high level of satisfaction.
A key event of the year was the 5th Annual Conference 'Corruption Whistleblowers in Ukraine: Achievements and Challenges,' which discussed the successes and ongoing issues within the whistleblowing framework. Participant Serhii Hupiak noted:
