A Two-Way Drone Technology Exchange Between Iran and Russia

The exchange of combat drone technology between Iran and Russia has become a reciprocal arrangement. Iran has now deployed Russian-made 'Geran-2' unmanned aerial vehicles (UAVs) against the United Arab Emirates. This deepening cooperation is formalized by a memorandum of understanding on artificial intelligence, which was signed in 2025.

Military Cooperation and Technology Sharing

Amidst active military collaboration, Iran is using 'Geran-2' drones manufactured at the Russian 'Kupol' plant in Izhevsk. These drones are the Russian version of the Iranian Shahed-136. Information on this partnership was published by the U.S.-based Center for Strategic and International Studies (CSIS). CSIS analyst Kateryna Bondar traced the trajectory of this technology flow between Tehran and Moscow. An April CSIS report noted that following Russia's full-scale invasion of Ukraine, Iran supplied Russia with Shahed-131 and Shahed-136 drones, which included technical support.

This technology transfer enabled Russia to localize drone production at a plant in Alabuga. Russian engineers upgraded the platform, improving navigation and adding protection against electronic warfare. Some drone variants incorporated computer vision modules and autonomous targeting. According to CSIS, by 2026, the flow of technology began moving in the opposite direction. Iran has already employed the 'Geran-2' in operations against the UAE.

CSIS characterizes the Moscow-Tehran collaboration on unmanned aerial vehicles as a 'mutual reinforcement channel'.
