Ireland will launch a new pathway for some Ukrainians to transition from temporary protection to a Stamp 4 residence permit. Applications are planned to open in September 2026, but the transition will not be automatic: candidates will need to confirm employment, income, and independent living. This was announced by the Irish government.
Stamp 4 for Ukrainians in Ireland: who can apply
The new program is called the Temporary Protection Transition Scheme. It is designed for Ukrainians who are already living in Ireland under temporary protection, working, and supporting themselves with housing.
The basic participation conditions are as follows:
- residence in Ireland with temporary protection status for at least one year;
- employment or self-employment for at least six months;
- annual income of 29,432 euros;
- no state or subsidized housing at the time of application.
Those living in state commercial housing, Rapid Build Accommodation, or in accommodation for which the landlord receives the Accommodation Recognition Payment will not be able to take advantage of the scheme. To participate in the program, such housing must be vacated before applying.
New Stamp 4 permit: what will change for Ukrainians
The permit will be issued for a period of up to two years with the possibility of extension for additional two-year periods. Time spent on it will count towards naturalization, meaning it can be considered in the future when applying for citizenship.
Stamp 4 allows the right to live and work in Ireland without a separate work permit, to change employers, and to engage in entrepreneurship. However, it does not guarantee an automatic right to permanent residency, citizenship, or all social benefits.
The new permit will cover the entire family that has been residing in Ireland under temporary protection. However, it is not possible to hold both Stamp 4 under this scheme and temporary protection status at the same time: the applicant switches to a different immigration pathway.
What documents to prepare by September 2026
The detailed submission process and the official list of documents will be published by the Irish authorities in September. It is advisable to start gathering evidence now that confirms compliance with the conditions: documents about temporary protection status, rental agreements or other proof of independent living, employment contracts or self-employment registration, salary certificates, and tax documents.
Participation in the program is voluntary. It is primarily designed for those who are already financially independent and want clearer rules for their stay ahead of the expiration of the temporary protection mechanism in the EU, scheduled for March 4, 2027.
It is worth noting that Ireland is abolishing free education for Ukrainian students.
