Morocco's territorial claims and Spain's response
Spain rejected Morocco's territorial claims on the cities of Ceuta and Melilla. On August 12, 2026, Spain's Minister of Defense Margarita Robles emphasized during her visit to Ceuta that these cities cannot be the subject of any discussions. This statement was a response to Morocco's assertion, reiterated by Justice Minister Abdelatif Ouahbi, concerning Ceuta and Melilla, indicating that the status of these cities has always been raised during negotiations with Spain.
In her speech, Robles stressed that
“any aggression against Ceuta or Melilla is aggression against Spain as a whole”and added that
“Ceuta and Melilla cannot be touched”, as these cities are an important part of Spanish identity. She also noted that 'Ceuta and Melilla are not just Spanish cities, they are extremely Spanish, even more so', emphasizing Spain's pride in these territories.
Migration crisis and EU response
Furthermore, the situation in Ceuta became complicated by the migration crisis, which occurred in late July 2026. On July 30, the city experienced a massive influx of about 80,000 migrants, and on July 31, Spain's Ministry of the Interior reported that nearly 50,000 migrants crossed the border from Morocco into Ceuta in one day. The Spanish government stated that over 48,300 individuals who had arrived illegally in Ceuta were returned.
In response to this situation, leaders of 22 EU member countries called for an immediate and coordinated response. Spain's Ministry of Foreign Affairs also noted that Spain's territorial integrity 'has not been discussed and will never be discussed with anyone.'
