The Institute for the Study of War (ISW) has identified a troubling trend: Russia is deploying sophisticated, AI-generated videos depicting flag-raising operations to shape public perception. According to the ISW, Moscow shifted to this infiltration tactic in the summer of 2025 as part of a coordinated effort to exaggerate its battlefield achievements. Many of these clips were released in the days leading up to Victory Day on May 9, likely to mask the failure of Russian forces to meet their offensive deadlines before that key national holiday.

Video Complexity and Heightened Security at Celebrations

Russia began producing more intricate videos during the winter of 2025. The May 9 celebration in Moscow lasted just 45 minutes and was marked by unprecedented security measures. The event featured a complete internet blackout and heavy patrols in the city center. No ground military vehicles were present on Red Square; instead, images of equipment were shown on large screens. Only an aerial flyover took place.

According to the ISW,
