Ukrainian IT Sector's Tax Contributions Surge by 34% to Reach UAH 43.4 Billion in 2025

IT Sector Tax Revenues Show Significant Growth

In 2025, Ukraine's information technology industry paid UAH 43.4 billion in taxes, representing a substantial 34% increase compared to the previous year. This sharp rise highlights the sector's growing financial contribution to the national budget, achieved despite the challenging operational environment for businesses. A major portion of this sum, UAH 33.5 billion, came from companies registered under the special Diia.City legal framework, nearly doubling their tax payments from 2024.

The overall tax contribution from the IT sector grew by one-third over the course of 2025. Acting Head of the State Tax Service of Ukraine, Lesia Karnauh, noted that this reflects not only the industry's development but also a responsible approach to tax compliance, especially during wartime. She emphasized the critical importance of dialogue between business and the state, stating that only through cooperation can tangible results for the country be achieved. The IT sector has become a crucial pillar of the Ukrainian economy, demonstrating resilience even during the ongoing conflict.

Key Issues Under Discussion

During a meeting with representatives from more than 300 technology companies, officials discussed several pressing topics, including electronic audits, tax inspections, and potential legislative changes for 2026. The key agenda items were:

  • The implementation of electronic auditing systems
  • Priorities for conducting tax inspections
  • The potential introduction of Value Added Tax (VAT) for sole proprietors (FOPs)
  • Other reforms in tax administration

These proposed measures could significantly influence the future trajectory of Ukraine's IT sector.

The increase in tax revenue from the technology industry is a positive signal for Ukraine's economy, particularly given the continuation of the war.
