Celebrating Three Years of IT Coalition Support for Ukraine
The IT Coalition, established to bolster Ukraine’s technological resilience, marks its third anniversary. Since its inception, Ukraine and 17 partner nations have joined forces to enhance communications, cybersecurity, IT infrastructure, and digital systems crucial for the country’s defense forces. Founded on September 19, 2023, during the Ukraine Defense Contact Group meeting held in the "Ramstein" format, the coalition is led by Estonia and Luxembourg.
Investment and Impact Over Three Years
Over the past three years, coalition partners have contributed a total of €1.85 billion to support Ukraine. Nearly 40% of these funds—€728 million—were allocated to procure broadband radio communication equipment. Another €445 million was invested in satellite communication technologies. This support equips tactical command centers and strengthens cybersecurity units within Ukraine's Ministry of Defense and Armed Forces.
Partners have also played a vital role in advancing data centers, cloud infrastructure, and tactical networks. Several key projects have benefited from the coalition’s backing, including:

- DELTA
- Impulse
- SAP
- and other digital initiatives
Additionally, the coalition has financed cybersecurity training aligned with international standards for over 1,200 participants and issued around 200 vouchers for courses at the SANS Institute.
Innovation remains a focus, with projects like Drone ID receiving support. The coalition operates under a cooperation agreement valid through 2030. In the coming two years, it plans to concentrate on expanding secure radio and satellite communications, developing primarily cloud-based IT infrastructure, and boosting cybersecurity capabilities.
