The Cabinet will transfer tax data to the Ministry of Defense for military accounting

Changes in Military Accounting and Consular Services

The Cabinet of Ministers of Ukraine has obliged the tax service to transfer information about citizens to the Ministry of Defense for inclusion in the ‘Oberih’ registry within 90 calendar days. This decision is enshrined in a government resolution numbered 981-2026-p. Data from the tax registry will be automatically cross-referenced with military accounting data. It is also planned to identify individuals whose information is not present in the ‘Oberih’ registry. The system will allow discrepancies in addresses, passport, and other data to be detected.

Rules for Providing Consular Services

Changes have also affected the rules for providing consular services for men aged 18 to 60 who are abroad. To obtain consular services, an electronic document in the ‘Rezerv+’ application or a paper version with a QR code will be accepted. In the absence of a valid document, its invalidity, or if the data does not match the registry, certain consular services may be denied. An exception applies to documents necessary for returning to Ukraine.

It is important to note that the transfer of information does not mean the compilation of a separate list of all men, automatic summonses, referral to a military medical commission, or access for the Ministry of Defense to all data on citizens’ tax history, income, and bank accounts. At the same time, starting from July 30, Ukrainians abroad can obtain a tax number through a simplified procedure.

These changes may have a significant impact on the control of military accounting in Ukraine, especially in the context of the current situation in the country. The introduction of an automated verification system will reduce the likelihood of errors in the data, which may enhance the efficiency of mobilization processes.

Furthermore, the new rules for providing consular services for Ukrainians abroad may simplify access to necessary documents, but they also emphasize the importance of the relevance and accuracy of information in registries. This may create additional challenges for citizens who may face refusals to provide services due to data discrepancies.

In light of these recent developments, it is essential for Ukrainians residing abroad to stay informed about the evolving regulations regarding tax obligations. The new electronic registration for tax payers introduced by the Ministry of Foreign Affairs aims to streamline this process, ensuring compliance with the latest governmental requirements.
