Deputy Defense Minister Positions Filled by Two New Appointees

The Cabinet of Ministers of Ukraine has officially named Liubov Halan as Deputy Minister of Defense and Serhii Boiev as deputy defense minister overseeing European integration, according to government representative in parliament Taras Melnychuk. Liubov Halan, a human rights activist and co-founder of the 'Principle' legal center for military personnel, will be responsible for developing and preserving human capital in the Defense Forces. Defense Minister Yevhenii Khmara emphasized that her agenda will concentrate on several key areas: efficient recruitment, clear career growth paths, social protection for service members and their families, quality training, healthcare, and the regulations defining soldiers' rights and obligations.
Serhii Boiev, meanwhile, will manage international cooperation. Khmara explained that Boiev's task is to convert agreements with foreign partners into tangible support for the Defense Forces, including funding, supplies, joint projects, expansion of Ukraine's defense industry, and long-term assistance programs.
Yevhenii Khmara stated: 'Serhii Boiev's expertise and experience will strengthen cooperation with the European Union, NATO, and other countries, helping to attract more security assistance and build lasting partnerships.'
Earlier, on July 20, the Cabinet appointed Yevhenii Khmara as acting defense minister, a move that took effect that same day. These leadership changes signal the government's commitment to improving the defense ministry's effectiveness in the face of current challenges.
