Broader Support Measures for Displaced Individuals and Families with Children
The Cabinet of Ministers has approved an expansion of assistance for internally displaced persons (IDPs) and families with children. Key changes include extended compensation periods, a simplified process for verifying property damage, and new rules for housing subsidies specifically for family-type children’s homes.
What Has Changed for Displaced Persons?
- The compensation period for facilities that host IDPs without documentation free of charge has been extended from 60 to 90 days.
- To confirm the destruction or damage of housing, a remote inspection report can now be used, which may rely on satellite imagery and data collected by units of the Armed Forces of Ukraine.
- Decisions on compensation, reasons for rejection, payment calculations, and payout details will now be displayed in the electronic account of the Pension Fund.
- Earlier, the Cabinet simplified compensation rules for institutions housing displaced persons at no cost, allowing them to verify expenses using only receipts and invoices without additional requests to relevant authorities.
Support for family-type children’s homes has also been strengthened. The government has defined a procedure for providing housing subsidies to these facilities. The budget for 2026 allocates 833 million hryvnias for such subsidies. Priority will be given to families who lost their homes due to the war or are returning to Ukraine.
