National public administration reform strategy adopted in Kyiv
With an eye toward European Union membership, the Ukrainian government has approved a new framework for public administration reform covering 2026–2030, along with an operational action plan for its rollout. The Cabinet of Ministers decision sets out ten strategic objectives organized under three main pillars. Modernizing state administration is a key precondition for advancing Kyiv’s EU accession bid. Coordination of the strategy’s implementation will sit with the Office of Recovery and Reforms of the Cabinet of Ministers, whose experts also contributed to drafting the document.
Where the reform will focus
The strategy concentrates on three areas:
- a professional, contemporary civil service;
- efficient governance and high-quality administrative services;
- a modern, data- and analytics-driven approach to policy formulation.

The strategy’s preparation and approval were mapped out in the Public Administration Reform Roadmap, a core document for Ukraine’s accession negotiations under Cluster 1 ‘Fundamentals.’ The Office of Recovery and Reforms of the Cabinet of Ministers operates as part of the technical assistance programme ‘Architecture of Recovery and Reforms in Ukraine’ and receives backing from the EBRD-administered Multi-Donor Fund for Stabilization and Sustainable Development of Ukraine.
By endorsing this strategy, Ukraine is demonstrating its determination to keep advancing administrative reforms — an essential component of its European integration path.
