Ukraine's Housing Recovery Financing
The funding is part of Ukraine's broader push to address the widespread housing damage caused by the full-scale war. In a significant move, the Cabinet of Ministers has made UAH 5.14 billion available as compensation for residences destroyed in Russian attacks. This money comes from the Council of Europe Development Bank through the HOME project, and it will allow more than 3,600 families holding housing certificates to purchase new homes.
Prime Minister Serhiy Koretskyi announced the allocation. The state has so far issued housing certificates worth over UAH 112.6 billion, and more than 88,000 households have received them. Of that number, over 33,000 have already bought new housing, while roughly 55,000 certificate holders are still waiting for their payouts.
The eRestoration Program and Its Impact
Now in its third year, the eRestoration program has provided compensation to over 196,000 Ukrainian families, with total payouts reaching UAH 89.7 billion. Specifically, more than 138,000 households received funds to repair damaged properties, and over 56,000 were given certificates to buy new apartments or houses. Among those who purchased new homes are over 31,000 families, including more than 11,000 internally displaced households.
The Council of Europe Development Bank has also approved an additional €100 million for the eRestoration program, highlighting strong international support for rebuilding housing for Ukrainians.
This decision is a crucial step toward restoring decent living conditions for Ukrainians affected by the war, as countless families who lost their homes now need urgent help. With backing from international partners, the eRestoration program shows the government's commitment to solving the housing crisis and improving social security in a time of emergency.
